Most of our work is on public sector contracts (i.e., federal, state, county, city, agency, university, etc) or involving federal grants.

We are hired to provide independent advisory, needs assessments, requirements/RFP procurement development, grant reviews, project management, implementation oversight/IV&V, change management and governance.
–-> Independent, no current affiliation with vendors or tools.
We are a consulting company, and not staff augmentation. Consultants are expected to bring their expertise and experience to the table. Generally you are expected to have your own computer but ESI provides enterprise level programs and email. Sometimes states want you to have a state issued laptop, in which case it is provided.
–> We hire smart consultants who manage their own time, space, and equipment.
All work is US based (strict gov requirement). Most work is remote but some roles may want a local presence to go into a gov office, or provide regional insight. We may build key milestone event travel into a bid for leads.
–> Usually remote, sometimes helpful to be close.
Consultant work is project based (not w2). Many of our consultants work several different projects at once depending on their wishes. and the project schedules.

We also work with entities (LLC, corporation, non-profit) and the payment structure is aligned to the contract. We can pay an advisor or non-profit on an hourly basis 1099. For a subcontractor or contract partner, special insurance is usually be required. Diversity, veteran, and small business certs are encouraged!

We are interested in connecting with senior consultants who have experience in one or more of the following areas:
System Integration Platform Architecture
Experience with API management, integration platforms, reusable services, message routing, data transformation, protocol mediation, interface modernization, DevSecOps, monitoring, and O&M planning. Familiarity with MuleSoft, Boomi, Azure Integration Services, Kafka, API gateways, or comparable tools is helpful.
MMIS / MES Interface Modernization
Experience with Medicaid Management Information Systems, Medicaid Enterprise Systems, MMIS interfaces, claims, provider, member/recipient, financial, managed care, EDI, reference data, data exchange, ICDs, and vendor transition planning.
Medicaid IT Planning & Implementation Readiness
Experience supporting discovery, technical/business charting, gap analysis, system requirements, master integration planning, CMS certification strategy, I-APD support, security planning, and implementation roadmaps.
This is not a full-time employee posting. We are looking to connect with consultants, and potentially subcontractors or small firms available for proposal teams and potential future project work.
Ideal backgrounds include state Medicaid, HHS, MMIS/MES modernization, system integration, integration architecture, public-sector IT modernization, CMS certification, NIST/HIPAA security, and large-scale interface migration.
ESI is looking to connect with independent consultants who have both state HIE/HDU experience and rural healthcare experience. We have several projects in the pipeline that include vendor-neutral technology assessment, stakeholder engagement, rural digital health feasibility review, HIE/EMR integration planning, and implementation-readiness support.

This is a fit for senior consultants or project leads who can do more than manage a schedule – people who can lead interviews, understand rural provider constraints, assess technology feasibility, manage deliverables, and help turn findings into practical recommendations.
We are seeking a senior professional with deep experience in Medicaid managed care, value-based care coordination, and quality performance measurement (HEDIS or equivalent). This role will support stakeholder engagement, payer alignment, and performance monitoring activities tied to alternative care models.

We are seeking an experienced federal grant program leader to support grant administration, subrecipient monitoring, fiscal oversight, and compliance reporting activities tied to federally funded rural health initiatives.
Preferred Background:

We are seeking experienced healthcare program managers with Medicaid, public health, or large-scale transformation experience to support cross-agency coordination, workplan management, stakeholder facilitation, and federal reporting activities.
Preferred Background:
Preferred: Professional security certification (CISSP, CISM, CISA, or equivalent)
Engagement: Contract (1099 or C2C)
🔄 We engage business analysts to support testing, validation, and readiness activities within public-sector modernization initiatives, with a strong emphasis on User Acceptance Testing (UAT).
Mandatory skills:
• Strong experience supporting UAT planning, coordination, and execution, including test case development, test cycles, defect tracking, and sign-off support
• Ability to translate business and functional requirements into clear, testable scenarios and acceptance criteria
• Experience coordinating UAT activities with business users, SMEs, project managers, and implementation vendors
• Strong documentation and traceability skills, including requirements-to-test mapping and defect lifecycle tracking
• Experience using common testing and tracking tools (e.g., Jira, Azure DevOps, or equivalent)
Optional Certs: Business analysis or testing certification (CBAP, CCBA, ISTQB, or equivalent)
